White House Releases HHS Budget Cutting Proposal

OMB asks Congress to cut funding for several CDC subagencies.

The White House’s Office of Management and Budget (OMB) released its budget request last week, outlining its financial plan for Congress to consider. In this “skinny budget,” the OMB is requesting $93.8 billion for the Department of Health and Human Services (HHS) for the 2026 fiscal year, a decrease of about $33 billion compared to 2025.

The decrease in funding would be achieved by reducing the number of agencies and cutting funding for the Centers for Disease Control and Prevention (CDC) by $3.6 billion, and the National Institutes of Health (NIH) by $18 billion.

The proposal also requests $500 million for a new program overseen by Secretary Robert F. Kennedy Jr., to focus on nutrition and combat an “over-reliance” on medication.

“The Budget proposes to reform NIH and focus NIH research activities in line with the President’s commitment to Make America Healthy Again, instead of foreign interests,” a supplemental budget document states.

Nineteen states have sued the president’s administration over effort to lay off workers and overhaul HHS.
